Summary

Members of the PMI interagency team, the USAID Project Mgmt. Specialist PMI Supply Chain Systems & Commodity provides technical leadership, management as well as coordination of the procurement, warehousing, and distribution of malaria commodities as well as other health products in support of PMI and USAID Implementing Partners.

Advocating for modernization of domestic resources to manage malaria programs, S/he works with counterparts at the Federal Ministry of Health and the private sector.

Duties
  • Program/Project/Activity Management – 35%. For projects with an estimated annual expenditure rate in the range of US$5-10M or US$10-50M, the PMS PMI SCSC will serve as a Contracting/Agreement Officer Representative (C/AOR) and/or Activity Manager. The holder of this position will carry the full responsibility for management, implementation, evaluation, and monitoring of assigned aspects of the malaria prevention, control, and elimination portfolio.it is her job to monitor and report on developments in the MPI as well as other health sectors, especially to the successful implementation of National Health Logistic Management Information System ( NHLMIS) activities. Based on an in-depth understanding of USAID and USG policy and program objectives and priorities, there will be monitoring, analyzing, and reporting on relevant aspects of government policies, regulation, and programming and also on and on malaria-related and other health and development issues.
  • Technical Leadership and Advisory Function – 35 %. There will be coordination between the PMS PMI SCSC and other USG agencies to make sure that the delivery of systematic and consistent technical assistance to the host government and to Non-Governmental Organizations partners as well as implementing partners in the areas of supply chain management which includes the ordering, delivery, cleaning and distribution processes for the malaria commodities that they are directly procured. Also, it is expected that the holder of this position provides strategic input on all PMI programs or other malaria-related components; technical acumen and diplomatic skills are to be used to influence the FMoH and State Ministry of Health (SMoH) in their strategic decisions and policy formulation to the supply chain management which includes accountability and transparency and also encourage the host government to take concrete steps in the overall journey towards self-reliance; other donors and the private sector should as well be influenced to leverage resources for health systems strengthening to achieve mutual goals such as those related to PMI; recommend as well as complement mechanisms that will make sure that there is transparent and accountable management of health commodities at all levels of the system.
  • Data Collection, Analysis, and Reporting – 15%. It is the job of the PMS PMI SCSC to make sure that the performance of monitoring functions are in place and that there is an establishment of periodic, reliable measures and indicators of portfolio impact. The holder of this position also ensures that there are a collection and monitoring of performance data on an ongoing basis and prepares reports of program/project/activity progress for use within the Office, the Mission, the USG at Post, and for USAID/Washington and others. He/she is expected to assess progress in achieving results for malaria-related activities, as needed, evaluate and assess activities and continually strive to make sure that the achievement of results by reviewing the development context, results from indicators, and activity implementation progress is periodically reviewed. Technical and policy analysis is prepared by he/she, evaluation of sectoral issues, and provide input to the mission activities to malaria and related sectors.  Information should be summarized and concluded in written and oral form for presentation to senior USG and other decision-makers as well as incorporating into other activity documents as appropriate; field trips, seminars, and conferences should be organized to make sure of maximum exposure to emerging trends and various points of view and also for monitoring assigned malaria-related activities, provision of translation as needed and preparation of written reports which reflects a sound understanding of assigned areas of responsibility and clearly documents a wide variety of sources and points of view that have been consulted in undertaking analyses and in concluding.
  • Representation and Coordination – 15% The PMS PMI SCSC also acts as a key liaison for strategic PMI issues and identifies both shirts, mid and long range achievable and sustainable strategies for improvement of malaria supply chain activities within the health sector of Nigeria. The focus is on decentralized areas and also represents USAID, the USG, and the broader USAID health program at high-level meetings as well as seminars and conferences on topics related to malaria. The holder of this position also serves as USG point of contact to liaise with FMoH and SOMS to the coordination of supply chain systems support, supply planning, forecasting, quantification, and programming as well as participation in key technologies for a related supply chain and commodity management at the FMoH, SOMS, Ministry of [Finance, Economic Development], and among key donors involved in the supply chain.

Duties
  • Under the supervision of the Travel Supervisor, the incumbent performs a full range of travel services for all agencies at the Consulate.
  • Handles problems with airport officials, expeditors, airline officials, and other contacts.
  • Directs VIP travel arrangements in coordination with the Control Officer, Management, and other Embassy / Consulate offices.
  • The Travel Assistant serves as back-up to the Travel Supervisor
Qualifications and Evaluations
Requirements:
  • Experience: Three (3) years of progressively responsible secretarial/administrative and travel experience is required.
Job Knowledge
  • Good knowledge of airline reservations and ticketing practices is required.
  • Detailed knowledge of USG travel regulations (3 and 6 FAM) to determine eligibility for travel is required.
  • Good working knowledge of host country travel businesses including airlines, hotels, and restaurants is required.
  • Must have a working knowledge of host country immigration practices and basic knowledge of international travel requirements.
Education Requirements
  • Education: Two-year college/university in general studies is required.
