About Southeast Asian Young Leaders’ Programme

The International Institute for Strategic Studies (IISS) is the world’s leading independent authority on global security issues, providing information and analysis on a wide range of international security and political risk questions.

The Institute conducts research on the problems of conflict, however caused, that may have a significant military dimension, and analyses international trends, including economic developments, which may have strategic implications. The Institute convenes high-level conferences – such as the annual IISS Shangri-La Dialogue in Singapore – that bring together government officials, recognized experts, opinion-formers and business leaders at the most senior level, in order to enhance diplomatic exchanges and to enable the crafting of more effective policy on strategic matters.

Program Details

In 2016, the IISS inaugurated the IISS Shangri-La Dialogue Southeast Asian Young Leaders’ Programme, to increase representation from the region and the diversity of views at the Dialogue.

The Programme annually sponsors 40 Young Leaders who are in the early- to mid-stage of their careers to attend the Dialogue as full participants, as well as engage in an additional series of discussions on regional security issues amongst themselves prior to the Dialogue. Young Leaders have been military officers, government officials, legislators, think tankers, academics, journalists, and business figures.

  • Possess professional proficiency in spoken and written English.
  • A strong background in one of the Institute’s research areas.
  • Hold plans to engage on security issues in the future in the form of scholarship, analysis, service in government or the armed forces, politics, or journalism.
  • Citizenship of an ASEAN member state, Pacific Island state, or Timor-Leste.
  • In the early- to mid-stage of their careers.

Application

Candidates should submit applications using the blue “apply now” button and follow instructions to submit two documents:

  • A cover letter, including a brief explanation of your interest in the fellowship, including the proposed area of research and the dates in 2024 on which you would be available to take up the fellowship.
  • A curriculum vitae or resume, which should include the names and contact details of two potential referees.

The deadline for receipt of application is 8 February 2024. Due to the expected volume of applications, only those applicants selected for interview will receive a reply following the acknowledgement email.

Fellows will be offered a stipend of $5,300 SGD per month, and travel expenses and accommodations will be covered. Unfortunately, applications to conduct the fellowship remotely cannot be considered.
