About The Hubert H. Humphrey Fellowship Program 2024

Theย Humphrey Fellowship Program, a Fulbright Exchange, builds connections between U.S. and foreign leaders to advance solutions to the most pressing global challenges, from combatting climate change, to protecting human rights, increasing access to education, and building global health security.

Program Detailsย 

The Humphrey Fellowship Program is a Fulbright exchange activity funded by the U.S. Department of State and administered by the Institute of International Education.

  • Personalized academic experienceย at more than 12 U.S higher education institutions that leads to collaboration across disciplines.
  • A networkย of over 6,450 alumni, including heads of state, supreme court justices, mayors, governors, and leaders in diverse organizations.

The Humphrey Program is aย non-degree program. Participants may complete academic coursework at their host university to update their academic and professional knowledge in their field, but they do not receive an academic degree as a result of their participation in the Humphrey Fellowship Program.

Program Benefit

  • Payment of tuition and fees at the assigned host universityย

  • A maintenance (living) allowance, including a one-time settling-in allowance

  • A one-time computer subsidyย 
  • Air travel (international travel to and from the U.S. for the Program and domestic travel to required program events)ย 
  • A Professional Development allowance for professional activities, such as field trips, professional visits, and conferencesย 

Eligibility

To be eligible for a Humphrey Fellowship Program, applicants must:

  • Be a citizen of an eligible country
  • Have an undergraduate (first university or Bachelorโ€™s) degreeย 
  • Have a minimum of five years of full-time professional experienceย 
  • Demonstrated leadership qualities and a record of public service in the communityย 
  • Limited experience in the United Statesย 
  • Demonstrated English language abilityย 

U.S. Embassies and Fulbright Commissions must submit their nominations to the Institute of International Education in Washington D.C. early October.

Selection of Fellows are announced in March the following year, and Humphrey Fellows start their program in the U.S. between April and September of the same year, depending on the amount of English language training required.

Humphrey Fellows with inadequate TOEFL scores may be required to attend intensive English language training before the start of their Fellowship. The program ends the following June.

How to Apply for the Hubert H. Humphrey Fellowship Program

Interested applicants must apply through the U.S. Embassy (Public Affairs Section) or Binational Fulbright Commission in their country.ย Application deadlines vary by country.ย Applications must contain:ย 

  • Complete answers to all questions; essay responses in English must thoroughly address the prompt.ย 
  • Two letters of reference in English; one must be from the applicantโ€™s current employer.ย 
  • Official transcripts in English: Ensure all transcripts uploaded by the applicant are official, valid documents. Transcripts must list courses taken and grades received. Diplomas need only be uploaded if the transcript does not show proof that the degree was obtained.ย 

After national selection, independent review committees review nominations in the United States, and final candidate approval is determined by the J. William Fulbright Foreign Scholarship Board.

After receiving approval from the Fulbright Foreign Scholarship Board, the U.S. Embassies and Binational Fulbright Commissions will inform candidates of their status.ย

Application Deadline

Application deadlines vary by country. The nominating U.S. Embassy or Binational Fulbright Commission will advise you of its internal deadline for receiving applications. U.S. Embassies and Commissions must submit their nominations to the Institute of International Education in Washington, D.C., by early October.
